I like to write HTML and i do not like .blahblah.com i want .tk or .co.cc or something like that so can u tell me one that will allow me to write HTML and with .tk or something like that?

the site needs to allow:
several user names/passwords (where you can only log in w/ these credentials)
Have allotment for pull down menus
Have a message/bulletin board that can be edited by all users
and Possibly have email notifications to an email address whenever something is posted in the bulletin board.
